Introduction

The Compensatory Afforestation Fund Management and Planning Authority (CAMPA) has been constituted by the Ministry of Environment & Forests, Government of India through an Order dated: 23-04-2004 in pursuance of the Hon’ble Supreme Court order dated: 30-10-2002 in I.A No.566, in Writ Petition (Civil) No.202 of 1995. As per the directions of the Hon’ble Supreme Court on 5th may, 2006, an adhoc CAMPA has been constituted for the purpose of management of money collected towards Compensatory Afforestation, Net Present Value and any other money recoverable in pursuance of the Hon’ble Supreme Court order in this regard. The MoEF, Government of India have issued guidelines for operating the funds under State CAMPA on 02-07-2009.

As per Hon’ble Supreme Court orders, Government of India enacted Compensatory Afforestation Fund Act, 2016 (‘CAF Act’) for the establishment of funds under the Public accounts of India and the Public accounts of each State and crediting thereto the monies received from the user agencies towards Compensatory Afforestation, Additional Compensatory Afforestation, Penal Compensatory Afforestation, Net Present Value and all others amounts recovered from such agencies under the Forest Conservation Act, 1980. Subsequently Compensatory Afforestation Fund Rules, 2018 are notified by the GoI.

The Government of Andhra Pradesh issued notification vide G.O.Ms.No.106, EFS&T Dept., Dt: 26.10.2018 in supersession of the earlier Orders (G.O.Ms.No.78, E.F.S&T Dept., Dt:11.09.2009) for establishing the A.P State Compensatory Afforestation Fund & A.P State Authority (CAMPA) in pursuance of the Compensatory Afforestation Fund Act, 2016 & Compensatory Afforestation Fund Rules, 2018 to manage the affairs of AP. State CAMPA. It may be mentioned that prior to the constitution of the authority, an ad-hoc authority had been carrying out the functions thereof.

The AP State Authority (CAMPA) consists of a Governing Body and shall be assisted by the Steering Committee and an Executive Committee. The Governing body under the Chairmanship of the Hon’ble Chief Minister shall lay down the broad policy framework for the functioning of State level CAMPA and review its working from time to time. The State Steering Committee under the Chairmanship of the Chief Secretary to Government shall approve the Annual Plan of Operations (APO) and lay down the rules and procedures for the functioning of its Executive Committee and ensure inter-departmental co-ordination. The State Executive Committee under the Chairmanship of the Principal Chief Conservator of Forests shall prepare the Annual Plan of Operations and oversee its implementation after its due approval.
