Special Rules for the Andhra Pradesh Forest Service Rules

In exercise of the powers conferred by the proviso to article 309 of the Constitution of India and all other powers hereunto anbling and in supersession of Andhra Pradesh Forest Service governing the various posts referred to in this service issued in G.O.Ms.No. 225, Food and Agriculture (For-IV) Department, dated the 3rd February, 1965 as subsequently amended from time to time, the Governor of Andhra Pradesh hereby makes the following Special Rules for the Andhra Pradesh Forest Service.

RULES
1. Short Title :- These rules may be called the Andhra Pradesh Forest Service Rules.
2. Constitution :- The Andhra Pradesh Forest Service shall consist of the following categories of posts, namely:
CLASS - A
Category 1 :- Deputy Conservator of Forests including Divisional Forest Officer, Working Plan Oficer and Divisional Forest Officer (Flying Aquad), Divisional Forest Officer (Logging), - Divisional Forest Officer (Extension) Divisional Forest Officer (Wild Life Management), State Silviculturist, Forest Utilisation Officer, Forest Geneticist.
Category 2 :- Assistant Conservator of Forests Including Sub-Divisional Forest Officer Curator, Indira Gandhi Zoological Park, Visakhapatnam, Technical Assistant to Conservator of Forests and Silviculturist.
Category 3 :- Range Officer including Research Assistant, Engineering Instructor, Instructor Wood Workshop, Supervisor, Assistant Curator, Research Range Officer.

3. Method of appointment and appointing authority :- Subject to the other provisions in these rules, the method of appointment and appointing authority for the several categories mentioned in Column (1) of the Table below shall be as specified in the corresponding entries in columns (2) and (3) respectively thereof :

Note 1 (a) : 50% of the number of substantive vacancies in the Category (2) of Class-A i.e., Assistant Conservator of Forests, shall be filled by direct recruitment.
(b) : Appointments to the Category (2) of Class-A i.e., Assistant Conservator of Forests, otherwise than by direct recruitment, shall be made by appointment by promotion of Range Officers.
(c) : Range Officers to be eligible for appointment by promotion as Assistant Conservator of Forests should have worked for a period of two (2) years in special branches of the Department like Project Formulation, Working Plan, Forest Research and Training, Wild Life Management, Monitoring and Evaluation Projects.
(d) : Assistant Conservators of Forests, to be eligible for promotion as Deputy Conservators of Forests, shall have worked for a period of two (2) years in special branches of the Department like Project Formulation, Working Plans, Forest Research and Training, Wild Life Management, Monitoring and Evaluation Projects : Provided that notwithstanding anything contained in this rule, the seniority of a person appointed as Assistant Conservator of Forests (Category 2 of Class-A) shall be governed by the provisions of General Rule 33 of the Andhra Pradesh State and Subordinate Service Rules.
Note 2 : Appointment to the category of Assistant Curator shall be made by appointment by transfer of Park Supervisor/Garden Supervisor in the Andhra Pradesh Forest Subordinate Service, provided he shall have five (5) years of service in the feeder category.
Note 3 (a) : 65% of the number of substantive vacancies in the category (3) of Class-A i.e., Range Officer, shall be made by appointment by promotion of Deputy Range Officer.
Note 4 : For the purpose of appointment to category 2 of Class-B viz. Accounts Officer, Gazetted Assistant (Non-Technical) shall first be considered and if no suitable or qualified person in the category of Gazettted Assistant (Non-Technical) of category 4 of Class-B is available, then the Managers and Superintendents who are qualified may be considered for appointment to the post of Accounts Officer from a combined seniority list.
Note 5 : For the purpose of appointment to the Category of Gazetted Assistant (Non-Technical), Category 4 of Class-B, a combined seniority list of Managers and Superintendents shall be prepared.
Note 6 : For the purposes of appointment to the Category 3 of Class-B Gazetted Assistant (Technical), a combined seniority list of Head Draughtsman and Draughtsman Grade-I shall be prepared.
4. Reservation :- The rule of special representation (General Rule 22) shall apply to appointment by direct recruitment to the category of Assistant Conservator of Forests (Category 2 of Class-A) and Forest Range Officers (Category 3 of Class-A), provided that no reservation shall be made for physically handicapped person.
5. Qualifications :- No person shall be eligible for appointment to the categories specified in Column (1) of the Annexure to these rules by the method specified in Column (2) unless he/she possesses the qualifications specified in the corresponding entry in Column (3) thereof.
6. Age :- No person shall be eligible for appointment by direct recruitment if he/she has not completed (18) years of age and has completed (28) years of age, on the First day of July of the year in which the notification for selection is made.
7. Minimum Service :- No person shall be eligible for appointment by transfer or promotion unless he has put in not less than three (3) years of service in the category from which promotion is made : Provided that in the case of the Forest Range Officer, the minimum service for eligibility for appointment by promotion as Assistant Conservator of Forests shall be eight (8) years in the category of Forest Range Officer : Provided further that the Manager and Superintendents for consideration for appointment as Gazetted Assistant (Non-Technical) shall have to put in not less than five (5) years of service in the said categories, in both categories put together or either category.
8. Probation :- (a) Every person appointed by direct recruitment to any of the posts shall, from the date on which he commences probation, be on probation for a total period of two (2) years on duty within a continuous period of three (3) years : Provided that in the case of Assistant Conservator of Forests, appointed by direct recruitment, the period of probation shall be four (4) years, comprising two (2) years in the State Forest Service College and two (2) years on the job training. (b) Every person appointed either by promotion or by transfer shall, from the date on which he commences probation, be probation for a total period of one (1) year on duty within a continuous period of two (2) years.
9. Physical Requirements :- No person shall be eligible for appointing by direct recruitment unless :- (i) he is not less than 163 Cms. in height; (ii) he has 79 Cms. around the chest on expiration and must have on full inspiration, an expansion of not less than 5 Cms; and (iii) he is able to walk 25 Kms in four (4) hour. (iv) must undergo a medical examination to be conducted by the Medical Board at Hyderabad and produce a health certificate signed by the Medical Board in the form prescribed by article 49 of the Civil Service Regulations testifying to the candidates sound hearing and general physical fitness for outdoor work in the Forest Department and to the fact that he bears on his body marks of successful vaccination: Provided that for appointment by direct recruitment to the post of Assistant Conservator of Forests and Forest Range Officer, no women candidate shall be considered eligible, unless, besides fulfilling the requirement in item (iv) above. (i) she is not less than 150 Cms. in height; (ii) she has 79 Cms, around the chest on expiration and must have, on full inspiration, an expansion of not less than 5 Cms, and (iii) She is able to walk 14 Kms, in four (4) hour : Provided that in the case of candidates belonging to Gurkhas, Nepalese, Assamese, Meghalaya, Ladakh, Nagaland, Manipuri, Goutha, Kashmiri, Sikkimese, Bhutanese and Tripura, the minimum standard of height shall be as follows : Men 152.5 Cms. Women 145 Cms.
10. Training-study course :- (a) (i) A probationary Assistant Conservator of Forests appointed by Direct Recruitment, shall undergo a special course of study for a period of two years in any of the State Forest Service College run by the Government of India. (ii) A probationary Range Officer appointed by direct recruitment shall undergo a special course of study for a period of two (2) years in any of the Forest Range Officers College run by Government of India. If any such probationer is prevented by sickness or any other adequate cause from appearing at the final examination at above Colleges at the end of the Course the Government may allow him to appear at the next final examination, in which case the period of probation specified in rule 7 shall be deemed to have been extended by a period equivalent to the interval between the examination aforesaid. (b) The total college fees for the course of study at the above colleges, shall be met by the Government. Such probationers shall execute a bond with two (2) sureties for all sums, which in any way may be expended, paid or incurred by the Government on him/her in respect of this course of study at the above Forest Colleges, and also a separate agreement in such form as may be prescribed by the Government in the Forest Department to serve the Government for a period of five (5) years after successful completion of his/her course of study at the above Forest College. (c) The period of training shall be counted for purposes of probation, increment, leave the pension. (d) A direct recruit shall be eligible during the period of training, for the pay of the post with usual allowances admissible at the place of training. He/She shall also be eligible for a travelling allowances in respect of the journeys in connection with the training, performed by him/her while undergoing the course of study prescribed in this rule and for going to the place of his/her posting in the State, after successful completion of the course under rule 102 (d) of the Andhra Pradesh Travelling Allowances Rules. (e) In case any person fails at the final test in the Training (Study Course) mentioned under clause (a) his/her appointment shall be terminated.
11. Tests :- The tests mentioned in column (2) of the table below shall be passed by the members of the service specified in column (1) thereof within the period of thier probation.

12. Seniority :- The inter-se-seniority of the Direct Recruit Assistant Conservator of Forests / or Direct Recruit Forest Range Officer trained in the same batch, shall be determined, with reference to the rank in the pass list issued by the respective colleges : Provided that the seniority of a Direct Recruitment Assistant Conservator of Forests / Forest Range Officers who fails in the first year or second year examination and is permitted to take again the first year or second year course, as the case may be for the next or subsequent batch of students as the case may be, should be determined with reference to the date of commencement of the course for the next or subsequent batch of students and the inter-se-seniority between him/her and the students of such next or subsequent batch shall be determined with reference to the rank assigned to him/her by the college authorities in the batch of students with whom he/she takes the final examination and passes; Provided further that when the date of seniority to be assigned to an Assistant Conservator of Forests / or Forest Range Officers appointed to the service by recruitment by promotion or by transfer and by direct recruitment happens to be the same, the older of the two (2) shall be taken as senior, when other factors being equal.
13. Transfers and Postings :- (i) The Principal Chief Conservator of Forests shall be competent to make postings and transfers of Forest Range Officers and other first level Gazetted posts. (ii) In respect of the other categories, the Government only is competent to effect postings and transfers.

2. Assistant Conservator of Forests

Must possess a Bachelor's Degree in Forestry or Botany or Zoology or Physics or Chemistry or Mathematics or Statistics or Geology or a Bachelors Degree in Mechanical or Civil or Chemical or Agriculture or Horticulture Engineering, of a University in India established or incorporated by or under a Central Act, State Act or a Provincial Act or and Institution Grants Commission or any equivalent qualification.

(ii) By appointment by promotion
Must have passed the:
  1. Accounts Test for Executive Officers;
  2. Departmental Test in Law;
  3. Departmental Test in Land;
  4. Departmental Test in Office Procedure and Accounts.
Range Officer
(i) By direct recruitment
Must hold a degree of B.Sc., Botany or Forestry or Mathematics of Zoology or Physics or Chemistry or Agriculture or Geology of University of India established or incorporated by or under a Central Act, Provincial Act, or a State Act, or any other equivalent qualification. Other things being equal, preference shall be given to the candidates who have taken Botany and Forestry as the subjects and to candidates who are trained for one year in any colleges of Forestry of India.

(ii) By appointment by promotion,
  1. Must have successfully undergone the full course of training in Foresters course at the Andhra Pradesh School of Forestry, Yellandu.
  2. Must have passed the Departmental Tests viz., Office procedure and Accounts and Forest Law as prescribed in G.O. Ms. No. 1318, Food and Agriculture (For-II)
Class - B
2. Accounts Officer.
(i) By promotion of Gazetted Assistant (Non-Technical) of Class-B under category-4.
Must have passes:
  1. Accounts Test for subordinate Officers parts-I and II, and,
  2. The full test of the Forest Department prescribed for the Ministerial Service.
- (ii) By appointment by transfer of Managers and Superintendents in Andhra Pradesh Ministerial Service in the Forest Department. -
4. Gazetted Assistant (Non-Technical)
By appointment by transfer of Managers and Superintendents.
Must have passed:
  1. Accounts Test for Subordinate Officers Parts-I and II, and,
  2. The full test of the Forest Department prescribed for the Ministerial Service.
